Ink:  Brilliant Blue, Versamark

Other:  White embossing powder, French Blue Grosgrain, Cuttlebug folder in the bigshot, Large Oval Punch, Scallop Oval Punch, Stampin' Pastels, Aqua painter, Certainly Celery and  Brilliant Blue reinkers. Stampin Dimensionals.

This technique involves flooding the shimmering paper with water and then dropping in ink from re-inkers.  The ink will move around and when it dries you end up with this beautiful effect.  I also applied pastels to the raised images on the background sheet.
